Notice is hereby given that the Rapides Area Planning Commission is requesting proposals, including qualifications and prices, for the following services:
Federal Emergency Management Agency (FEMA) and Related Hazard Mitigation Funding Opportunities: Flood Mitigation Assistance (FMA), including Swift Current where applicable, Building Resilient Infrastructure and Communities (BRIC), subject to funding availability, and related eligible programs for Grant Development, Management, and Implementation Support
The Rapides Area Planning Commission (RAPC) is seeking proposals, including qualifications and prices, from experienced grant-support consultants for Flood Mitigation Assistance (FMA), including Swift Current where applicable; Building Resilient Infrastructure and Communities (BRIC), subject to funding availability; and related hazard-mitigation funding opportunities for which RAPC or its participating jurisdictions are eligible. Services include grant development, management, and implementation support, including identification of eligible activities and associated staffing costs. Anticipated activities include elevations, acquisitions, and eligible code-enforcement and floodplain-management capacity; eligibility and funding are not assumed.
The complete solicitation, scope and required pricing schedule will be available at https://rapc.info/rapc-rfp-federal-emergency-management-agency-fema-and-related-hazard-mitigation-funding/. Contract services are expected to commence after proposal review, evaluation, selection and written authorization. RAPC will use competitive proposals considering price and other published factors. Selection for grant support does not automatically award subsequent architectural or engineering services, which require applicable procurement and authorization.
Interested firms shall furnish sufficient technical and supervisory personnel to ensure expeditious completion of the work. Firms with demonstrated experience navigating FEMA Hazard Mitigation Assistance (HMA) guidelines, executing complex benefit-cost analyses (BCA), and delivering successful projects are preferred. Small, minority-owned, and women’s business enterprises (MWBEs) firms are encouraged to submit proposals for undertaking the above-mentioned work.
Submit one USB flash drive containing the complete proposal as a single PDF and one matching paper copy. Include cover letter, executive summary, technical approach & methodology, background and experience, references, price proposal, certificate of insurance, verification of SAM registration, federal forms, and any addenda. Proposed evaluation weights are: relevant firm and individual experience, 25 points; past performance on similar federal mitigation grants, 20 points; proposed team, availability and current workload, 15 points; approach and schedule, 15 points; and total evaluated price for the common hypothetical workload in Section 8 and Exhibit A, 25 points; total of 100 points. The proposed cost and evaluation criteria appear in Sections 8 and 9 of the RFP. Price score = (lowest responsive total evaluated price ÷ the firm’s responsive total evaluated price) × 25. The hypothetical quantities are for price comparison only and do not guarantee grant eligibility, award, or work.
Proposals shall identify the project title stated in this notice and must be received by 12:00 noon Central on Friday, December 4, 2026 by hand or mail at the address below. Publication date: Wednesday, November 4, 2026.
