Alexandria-Pineville Metropolitan Planning Organization (APMPO)

The Alexandria-Pineville Metropolitan Planning Organization (APMPO), staffed by the RAPC, works with state, parish, and local governments to plan federally funded and regionally significant transportation projects within the Alexandria-Pineville metropolitan area. This role helps the region compete for federal transportation funding.

APMPO is responsible for multimodal transportation planning and investment decisions but does not fund, design, build, or operate transportation systems. Its work includes maintaining required planning documents such as the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP).

The Transportation Policy Committee guides regional transportation policy, prioritizes projects, and approves major planning documents.

MPO Core Functions

Metropolitan Transportation Plan (MTP)

The Metropolitan Transportation Plan (MTP) serves as the cornerstone for comprehensive transportation planning throughout the Alexandria – Pineville Urbanized Area. The purpose of the Plan is to identify the location, function, and size of new or improved transportation infrastructure and services for the areas that are expected to be incorporated over the next 20+ years.

The Transportation Improvement Program (TIP) is an intermediate-range planning document that reflects the transportation expenditures that are planned to be spent over the next four years. Project details are provided, such as project description, cost, funding source, and funding year. The TIP contains information on planning studies, road improvements, and transit. It is updated every four years. Each year the MPO tracks the projects let through its Urban Systems program (STP50-200K) funding.

The Unified Planning Work Program (UPWP) is the instrument for coordinating and managing transportation planning efforts in the Alexandria-Pineville Urbanized Area. It is designed to facilitate a coordinated effort to physically plan for future development.

In addition, this Work Program serves as the description of proposed work submitted to the federal agencies which are the financial sponsors of the transportation planning program. The UPWP is developed in accordance with the Metropolitan Planning Requirements as outlined in sections 3005, 3006, and 6001 of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) {Federal Law PL 102-240}, the Transportation Efficiency Act for the Twenty First Century (TEA-21) {Federal Law PL 105-178} and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) {Federal Law PL 109-59} as well as Title VI of the 1964 Civil Rights Act (42 U.S.C. 2000 d-1) and related regulations and the President’s Executive Order on Environmental Justice.
